We set up the Skills Development pillar with method: we start from an activity inventory per role and score it by criticality, build the skills matrix (ILUO, levels 1 to 4), measure the real coverage gap, and connect it to the indicator that gap affects —redos, output pace, or on-time delivery—. With that, the training plan stops being a course catalog and becomes a roadmap that attacks the critical tasks first, with material, owner, evaluation, and certification per competency.
